Digital Top 5: the most popular digital publications of 2025

Now that we’ve started a new year, we’re sharing the most popular items that the State Publications Library added to our digital collection over the past year. Our digital repository hosts thousands of full-text state publications that are freely available online for anyone to explore.

The list below shares the top 5 most popular items that were added to our collection in 2025 but are not necessarily newly published items.

2035 Statewide Transportation Plan Amendment (Department of Transportation, 2011)

This 2011 publication amends the Colorado Department of Transportation’s future-forward 2035 Statewide Transportation Plan. The 2011 amendment contains updates about issues that CDOT was facing at the time and a summary of the 133 projects that they had been able to complete since the plan’s adoption. The most recent update to the 2035 Plan was published in 2024 and is available to read in our digital repository.

Each year the Colorado Balance of State Continuum of Care conducts a Point-in-Time (PIT) study on homelessness in Colorado’s non-metro and rural counties. These reports present geographic and demographic information about those experiencing homelessness across Colorado. The data gathered during these counts is essential for receiving funding from the federal government that helps state and local governments make progress in their goal of ending homelessness.

Population summary (State Demography Office, annual report starting in 2020)

The population summary reports published by the State Demography Office provide information about the latest population estimates and projections for the future. These reports outline statistics like births and deaths, migration into and out of the state, housing availability, and job forecasts. The most recent report presents 2023 data and shares a wealth of interesting facts; for example, did you know that since 2018 Colorado has built more housing units than new household growth? If this trend continues, it should make a dent in Colorado’s housing shortage.

Colorado’s outdoors strategy (Colorado Parks and Wildlife, 2025)

Colorado Parks and Wildlife (CPW) created this strategy document to help align the plans of various public and private organizations working to conserve Colorado’s natural resources. The strategy includes three objectives: 1) climate resilient conservation and restoration, 2) exceptional and sustainable outdoor recreation, and 3) coordinated planning and funding. This publication provides tools and information to help their strategy partners put these objectives into action.

Accessibility report (Statewide Equity Office, 2024)

The Statewide Equity Office (SEO) was established in 2023 to develop strategies for inclusion, diversity, equity, and accessibility. This includes developing best practices for non-discrimination and coordinating cross-agency initiatives to support accessible public services. SEO’s 2024 report outlines the actions that the team took in its first year to meet statewide mandates on accessibility of state government resources.
