Statement of Accessibility Progress – Colorado State Library

Intent

This document will be updated, as needed, to:

Key Points

  • CSL-hosted sites are accessible and compliant with Web Content Accessibility Guidelines (WCAG) 2.0 level AA guidelines.
    • The content on sites that CSL hosts but do not own remains the responsibility of the individual site owners/organizations. 
  • CSL regularly uses Siteimprove to ensure compliance with WCAG2.1AA standards on all the sites it hosts. This tool alerts us to any accessibility issues found and we have improved our scores on the whole since beginning using it in May 2023.
  • CSL regularly strategizes and discusses accessibility topics in staff trainings, staff meetings, and client trainings. CSL Offices (listed below) are making a concerted effort to provide equal access to all users of our services and ensure compliance with WCAG2.1AA standards and the law. 
  • CSL staff members continue to create articles containing relevant information and guidance on accessibility requirements and a range of accessibility topics and share them with the cultural heritage community via the Colorado Virtual Library.
  • CSL Offices are reviewing their existing publicly accessible files as well as their software needs and requesting evidence of WCAG2.1AA compliance from vendors for all software selection going forward. 
  • CSL is currently exploring systems for tracking accessibility questions, complaints, requests for accommodation, and the solutions provided. 
  • In April 2024 some of the sites (indicated in the ‘Progress By CSL Office’ section below with asterisks) were manually tested by an outside agency, Level Access, for accessibility. The results of that testing were shared with the Department of Education, and were only shared with members of the CSL Accessibility Team on July 1, 2024. These findings will be evaluated and identified inaccessible content will be remediated over the course of the next 12 months.

  • Archived events: 89 archived events have been captioned as of August 31, 2024; Approximately 26 archived events need captions; In progress – two new webinars in August need captions. (Encountered issues with the contracted vendor for live captions.)
  • Transcripts: 42 transcripts of archived events have been completed and added to the website.
    Approximately 34 events need transcripts added, including two new webinars in August.

    Files will be remediated and re-uploaded monthly. All files will be remediated by June 2025. There is a plan in place to ensure all future documents are accessible before posting to the website.
  • Self-Paced eLearning modules: 12 eLearning Modules created by the State Library that will be made accessible or will be removed by July 2025. Still investigating how to make them accessible.

  • Additional resources vary depending on kit. All links are available from the above cslkits website.
  • Completed: All electronic resources (such as links) accompanying a kit that are the creation of the Colorado State Library are available via the web as HTML and are accessible. Inaccessible PDF files have been removed from the website and the physical kits. Only accessible files are shared when file sharing is necessary (via physical USB drives).

Note 1:  The kits website has been updated to ensure correct heading structures, alt text on images, and to remove links to inaccessible materials in all the pages. New collection content is being added regularly, and processes have been put in place to ensure that all new resources created for the CSL Kit Collection will be accessible at the time of circulation.

  • Complete: Veridian platform is WCAG 1.2AA compliant.
    Known Issues: Each page of newspaper content (9 million of them) has a pdf attached to it that is auto generated. These files have OCR capability, but the OCR is variable due to the quality of the image created. The OCR can be corrected by human intervention but it is a word by word process.

Stories of Colorado*
Continued Monitoring of Siteimprove
  • In February 2024, Siteimprove flagged a total of 561 accessibility issues on the 91 State Library sites it crawled. On 21 May, the number of issues was down to 370. Issues that remain on the sites that have received mitigation are either minor (like disordered headings, which are a best practices violation, and not really required to meet AA), likely false positives (a missing label on a recaptcha field), or they can’t be fixed.
  • Of the 91 sites, all but 11 have received some accessibility mitigation from the State Library, irrespective of efforts (or the lack thereof) of content owners. 
Notification of Site Administrators

Although not required of CSL, in March 2024 we notified site administrators/owners of the change in the law and their obligations. New clients are also notified of their accessibility obligations before moving forward with launching a new site that CSL hosts.

FaceBook

The State Library has 2 Facebook accounts used to share information and engage with the community. There is a 3rd site that is online but is not affiliated nor endorsed by the State Library nor the Talking Book Library, however we are unable to remove it because it is not clear who the owner is.
